That industrial waterfront never really left. When the refinery closed, the site was converted to a liquefied natural gas terminal that still receives the overwhelming majority of LNG imports into the United States. And when a casino finally came to Massachusetts, it was built on that same stretch of the Mystic River — the $1.6 billion Encore Boston Harbor, which opened in 2019 on land once occupied by a Monsanto chemical plant.
